EMERGENCY OPERATING CENTER AND SEMS
 

In order to coordinate and support the emergency operation efforts of the schools within the District, and to provide a protected place in which to work in the event of a major disaster, the Claremont Unified School District has established an Emergency Operating Center which will be opened at the request of the City of Claremont Emergency Operations Center or on order of the Superintendent or the Superintendent's designee.

Specified staff members will report to this center when notified to do so. The Emergency Operating Center has four main functions: (1) to receive information; (2) to issue instructions; (3) to maintain coordination with local Emergency Operations Center authorities; and (4) to evaluate the situation in order to provide a basis for instructions to be issued.
 

I.

Authority

Principals will be guided by information and instructions from the Emergency Operating Center when it is in operation.

In the absence of timely instructions from his/her superiors, each school principal is authorized and directed to implement such plans as are described herein or to take such other action as may, in his/her judgment, be necessary to save lives and mitigate the effects of disaster.
 

II.

Warning
 

A.

National Defense Attack Warning - The Federal government, through the United States Air Force and the Department of Defense, Office of Civil Defense, has established facilities to provide warning of actual or impending enemy attack and will so notify each state.

The State of California, through the Office of Emergency Services, will relay this warning to local jurisdictions.

The City of Claremont, through its Emergency Broadcast System, will provide warning to the schools.

The principal will warn the staff and students as well as coordinate warning and other increased readiness activities of the school.
 

B.

Other Emergency Warning - Warning of other emergencies or disaster situations which may affect one or more schools will be received from the District Office or other appropriate governmental agency.
 

III.

The Emergency Operating Center will be staffed in accordance with the California Standardized Emergency Management System (SEMS). A framework for the SEMS structure and assignment sheet is provided in this plan.
